What he should do first is to list all the hardware and get all the win98 drivers for each piece, this might be a problem, it all depends on the system especially with brand name units and proprietary hardware.
If he has the 98 cd then what he needs to do is to wipe and format the hard drive with a win98 boot disk to delete XP. Then 98 can be installed clean.
