Here's the typical process that you use to fix this kind of thing:
(assuming he's running some version of 8.x, 9.x)
1) Reboot with extensions disabled -- reboot holding down the shift key. Then create a folder on the desktop named something like "extensions disabled" and drag all the extensions there. Drag a couple of extensions back into the System Folder/Extensions/ a few at a time and reboot. Repeat until the problem arises again. When it arises, you typically want to trash the extension that caused the problem.
2) Reboot holding down the APL+OPTION+R+P keys (all four) at once. The machine will chime. Continue to hold down all four keys until the machine chimes 3-4 times. This resets the P Ram on the machine to default status. Your friend will probably have to reset his TCP/IP/Network settings after this. But typically, this too can help eliminate the problem.
3) Rebuild the desktop: boot holding down the APL+OPT keys (if memory serves me correctly). Once the machine is done booting, you'll see a dialogue box asking if you want to "Rebuild the desktop on {machineName}." Click the rebuild/yes button.
If you're in X, then only #2 above applies.
If all else fails, reboot off the system CD, or Norton's CD and do a repair
of the HD.
