I would have to say that the best that I have used is Nortons CleanSweep. I don't let it monitor the installation as it takes too many resources, but it still will analyze an installed program and remove the majority, if not all of it. I'm not sure just how well it works with ME and later versions, but have used it through Win 95 and 9x. I don't install the other Norton utilities (from the System Works) but instead, use some of those that are available to be run from the CD.
Cleansweep seems to be reasonable enough that it doesn't go overboard on removing too much, but between the removal and the other cleanup options in it, I can clear an old installed program.
