This same thing has happened to me before.  Even clicking the
appropriate boxes and areas in Tweakui, it STILL did NOT
remove them.  This was caused by "yet another 'wonderful' MS
patch" that screws things up.  After installing the update
patch, you could no longer get rid of those arrows.  I found
that the 3-07-02 update (FOR 98 ONLY and probably SE from what
you say) was the culprit.  Installing that update on ME didn't
cause it for the ME OS.  (Ah, I just now see someone posted a
link on this, http://snurl.com/hxu  but only gave the link, so
I'm posting this anyway).
