One of the ways people get in trouble with computers is deleting things that
they have absolutely no idea what they are.  You really shouldn't try to
delete anything until you identify it.  Google is a great source for
identifying files.  Just type in the file name.  The swp file or swap file
is part of the virtual memory system for your computer. I think it's been
there for more than a few days and you just noticed it.  You would have to
delete it from dos and then it would be recreated the next time you booted
into windows.
