Is that your PC's IP or your ISP's IP? They could have something to do with your ISP. What happens if you deny it?
That's a normal request for XP and DSL on a router for one. You don't mention anything about what setup you're running so if it's that, then that's normal. However you need to determine the relationship with that IP to your PC to be sure, and it should not be happening that often. It happens on mine, but only right after boot one time. Also you need to check the ZA logs to find out what type of "sniff" or "probe" it is, it will tell you, and let Zone Log Analyzer check it out. http://zonelog.co.uk/ Note that ZA is notorious for false alarms.
