Open "My Computer" and left click on your cd burner icon, choose File, 
Properties, Recording, and uncheck "Enable cd recording on this drive". I 
had missed that step in the sequence, it isn't available if the IMAPI 
service is disabled from the beginning.

  Tools and look for IMAPI CD-Burning COM Service. Stop it and set it to
  manual and you will be set.
