Open "My Computer" and left click on your cd burner icon, choose File, Properties, Recording, and uncheck "Enable cd recording on this drive". I had missed that step in the sequence, it isn't available if the IMAPI service is disabled from the beginning.

Open up your Services dialog in the Control panel, under Administrative Tools and look for IMAPI CD-Burning COM Service. Stop it and set it to manual and you will be set.
