SBC will not gauruntee DSL till it is setup. Yes the run the same tests. That speed should be more than good for you. Some cable companies like TimeWarner (BrightHouse) sell internet without cable TV. You maybe able to get it a little cheaper by going to www.earthlink.net and checking for cable internet on their site. They re-sell TW / Brighthouse.
