Unfortunately, none of these fixes usually work.  Not even the
registry hack Bob mentioned.  Sometimes they *might*, more
often then not they don't.  The registry hacks usually revert
back to their original states after a restart, and that
dragging the window method still will not maximize the windows,
it will just make them larger and if you check the "square"
icon @upper right, it's still a square and not the double
square which denotes it's still NOT maximized.  You will still
have a gap around the entire window and the window can be moved
all around, again meaning it's not maximized.

This has been posted at this list numerous times, mostly by ME
since I find it about the most annoying thing about IE.  None
of these "fixes" ever worked.  The only thing I've found that
works for EVERYONE, ALL of the time, is a piece of free
software called "Autosizer".  It takes a few seconds of
"training" to get it right, but when you do you'll never have
to worry about this again.  Unfortunately it has to be running
in the BG and will show up in a cont-alt-delete, but at least

Just click on the edges of the window and enlarge it to full
size...  Then it will open to that size each time you open
IE...
