The folder or file is not accessible to you because
it is being used by an active program. You are correct in
believing that you are going to have to access it from DOS.
(when your windows programs are not loaded). If you
delete it, be warned that the programs that are sharing it
probably will not work.
You do not say why or how you are using Network
Neighborhood, but that information could be important.
The suggetion that you try working in the safe mode is a
good one. You might get better results,
