Is this an official XP disc or a backup or "streamlined" disc?

In your BIOS you should be able to set the boot order so that the cd is booted from first. Have you updated the BIOS to the latest release?

You do not need a startup floppy disc to install XP, as a matter of fact all the format options can be run from the XP disc as well.
