Clint, Thanks for replying. I just tried 3 times to read that screen at
the start up on how to get to BIOS but have failed 3 times. Something
about enter and delete I think. It flashes too fast.
I'll check those things when I get to the screen.
Both computers are using XP.
They are both USB 2.0
Also when I first tried the device, which was 1 or 2 weeks ago, it
worked fine. Now it does not. I tried to go back to a restore position
of 2 weeks ago but that did not help.

Does the one that doesn't recognize it have enough USB ports
enabled in the BIOS? Is there a "Legacy USB" entry in the BIOS
on that one? If so, that may have to be enabled.
Have you tried to go to "Add New Hardware" and have it scan
automatically for new devices? I assume they are both XP PC's?
If not, and it's a '98 PC, they sometimes need patches for
certain USB devices.
Is this device USB 2.0? If so, then maybe the PC doesn't
support USB 2.0 devices.
