This "all over the place" filing is what allows XP to have different Desktops, favorites, programs etc. for each user. For a single user it doesn't make much difference, but when there's more than one, it's important. I saw your comment about "All users". There's no need to mess with that folder at all. It just controls which programs are available to "All users", like AV programs and such. This allows you to keep your Playboy viewer program unavailable to your wife, girlfriend, etc.

It's not easy to understand the Windows filing system in that one would think that Firefox (or any of the many folders I have in "Application Data"), would be in one place; like in Program Files; that would make sense. Here in XP one has the same program all over the place.
