"database" doesn't say anything about the implementation of a database on the filesystem, and it doesn't even say whether the database is the filesystem itself. I could call a whole CVS repository a database, easily. There's no requirement that a database shields itself from the filesystem on which it is stored nor that it refrains from using perms and other OS features.
