a guy on Pure Data Facebook group, told me that on WIN10 with
Pd-extended 0.42, he was able to connect MIDI devices on the fly. Does
anyone experienced the same? unfortunately I can't repro this.

does anyone know if it's possible to "refresh" the MIDI device list while Pd is
running? i.e. you plug a new device on run.
