Two possibilities that I can think of:

(1) Sometimes, depending on how the PDF was created, it has too much extra
stuff in the background so what I do is to print the PDF right back to
Distiller and that has worked well for me taking a 3.8 Mb PDF to 600kb.

(2) I find that the viewing quality of tiffs may be poor even if the print
quality is good. If you look at my latest PDF
(http://www.mndm.gov.on.ca/mndm/mines/ims/pub/releases/2003/rn0310e.pdf) on
page 2, it is a 300dpi image that may not look good on screen but prints as
good as the original tiff (pre-pdf).
