Chris,
The problem is not the reliability of the PDF exported from InDesign,
but rather, the reliability of the composition, prepress software, and/or
RIPs that "consume" that PDF.
PDF generated by InDesign, a Unicode-based application, uses double byte
encoding (CID encoding) for character and font representation. Unfortunately,
some non-Adobe applications, prepress packages, and/or RIPs did not completely
or at all implement the CID encoding portion of either the PDF and/or
PostScript specifications!
