AcroPDF has a simple and inexpensive solution to your problem.

They have a tutorial on  how to organize the files on CD
and get Reader (placed on the CD)  to run from the CD.
We've used their product  for several years and it works great.
If the user has Acrobat already running, you have to warn
the user to close it before inserting the CD.
If the disk does not autorun, you have to provide some
guidance to the user to find the autorun.exe file on the CD
and start that.
