Not true. In addition to our own PDFlib 5 which creates ToUnicode CMaps for certain combinations of fonts and encodings, I have PDFs with a ToUnicode CMap which have been generated by various versions of Distiller 4.x and Agfa Apogee Normalizer.
I said "ALMOST" ;). I knew that PDFlib 5 did, though surprised to hear that Distiller 4 did - I thought 5 was the first to use them...
But that's still a VERY SMALL set of tools compared to the myriad of PDF creation products/libraries.
