Those names are typically the result of font subsetting.  Some Type 3
fonts also uses names like that.  There's not much you can do about it,
other than applying heuristics (i.e., taking a guess).

As you mentioned, if the font has a ToUnicode entry you can just use
that.  (Unless it's incorrect, of course -- a problem I've run into on
occasion.)
