In practice there is a huge amount of work, because you have to do a conversion from every possible GDI construct into an equivalent PDF construct. A PDF Library will be a help, but probably only represents a small part of the work - the driver framework and conceptual translations are much more work. If you have never tackled creating a printer driver before, bear in mind that they are completely different on Windows 9x and Windows NT systems.
