     I have been asked to estimate the amount of work 
involved  in writing a printer driver that exactly does this.
Can you please point me to some resources that will enable
me to make a good evaluation?  
   We are also of the opinion that we have to use other
tools for converting Word to PDF instead of trying to do
it on our own. But I need to present a report justifying it.

Yes, certainly in theory. In practice there is a huge amount
of work, because you have to do a conversion from every possible
GDI construct into an equivalent PDF construct. A PDF Library
will be a help, but probably only represents a small part of
the work - the driver framework and conceptual translations
are much more work.

If you have never tackled creating a printer driver before, bear
in mind that they are completely different on Windows 9x and
Windows NT systems. The Microsoft DDK (Device Driver Kit) will
be your companion for a while.
