We use a third-party component called PDFLib to create PDF's programmatically. It has a PDF import feature that allows us to import multiple PDF files and merge them into one output document.

Yes, though remember that when using PDI you lose all the "non-content elements" of a document (links, structure, bookmarks, etc.)

I am trying to use it to import a particular set of PDF's that were generated by another utility (iConvert) and I am getting a "PDF Format Error" at offset 0x00000000.

Have you enabled debugging information and the extra error reporting stuff in PDFlib? You can get it to provide you with more detailed info if you want.

Can you post one of the problem files?

The PDF in question can be opened with Acrobat no problem.

Doesn't make it valid, since Acrobat can read many invalid files & fix them.
