No, you have those tasks backwards.
The information in the PDF Reference won't make any sense to you if you don't understand the underly concepts & terms such as BitsPerComponent, ColorSpace, etc.
One way that I tried to read a BMP image is by opening the file and reading the binary output, and then converting the binary values to hexadecimal values.
Not even close :(.
You need to parse the BMP to get the necessary "metadata" (height, width, bpc, etc.) as well as load the bitmap into a raw map. You may also need to potentially invert the bits (since Windows is BGR & PDF is RGB) and then you can place that all into the equivalent objects in the PDF.
