I don't believe so. Adobe hasn't prevented anyone from emulating the Photoshop, Illustrator or AfterEffect plugin API's, so I see no reason for them to prevent emulation of Acrobat's.
And emulating Acrobat environment cannot be easy, anyway (it is O(implementing_acrobat)).
Potentially, but I think you could get away with a pretty limited subset by just doing those calls used by the plugins you are trying to run...
Out of curiosity, has anyone successfully done that?
No one that has published a product based on it, but I am aware of at least two attempts to do this...
