It should be. Kodachrome starts life as a black and white film
with a few layers of dye couplers. The colour is added by Kodak
when they process it. Up here in Canada, Kodachrome is sold with
processing prepaid. That will male it pretty expensive black and
white film if they stop supporting it.

No, the results will be negatives, unless you can figure out a
way to bleach reexpose and redevelop the stuff. Having never
actually processed it this way I can't speak to the quality. It
is a very fine grained film however, so it might just give a
good negative.
