This lens is not a good indicator. It's a crappy beginner's lens.

Then again, you might be screwed if you have to stay under $200. A
used FA 28-70/4 might be a good bet. The newer 28-100's and ther 24-90
seem to be well-liked.

A look at B&H shows the http://www03.bhphoto.com/item/IC=PE281054FAS-USA___BI=27
as being $190. I've never used it, but it gets good reviews on Stan's site from a number of its owners.
