Rare and medium-rare meat are not inherently dangerous.
The problem is in the handling before-hand.
E-coli, which we all cary in our colon, is necessary for digestion.
Steaks are less a problem because the e-coli is on the surface
and killed when the meat is cooked.  But it potentially gets mixed
in when the hamburger is ground, making it impossible to kill without
cooking the meat all the way through.  (It can still be a bit pink
and cooked adequately.)  That's why restaurants require hand washing!
The irresponsibility took place at multiple levels.
