I suspect he could be prosecuted for theft, but not for counterfeiting. I
believe the code defines counterfeiting as producing a facsimile of the real
thing, which this is not.
I've put my boss's face on a twenty dollar bill for a retirement party,
using PhotoShop, and checked out the laws after the fact. I think it was
very very passable to a person that just slaps it in the register without
looking. Red/Blue fibers printed on the paper, the works.
Of course I did not try it.
