Bruce R. just gave the correct answer,
"The most accurate metering is done with an incident meter that measures the
amount of
light striking the subject."
As long as the photo cell's colour sensitivity is close to the colour of the
light being measured, all is well.
Reflected light meters, especially spot meters, are prone to huge
innacuracies. If the cell does not have linear colour response, or worse,
non linear colour response at different EV values, metering accuracy is
compromised.
Lack of knowledge by the photographer is what causes most exposure problems
with spot metering.
