They probably just set the threshold for the slave high, so it wouldn't be sensitive enough to be tripped by the pre-fire flashes (they are low power flashes). RESPONS: Then how would the pre-fire properly measure the light ...if the slave does not fire, then it's value is not going to be included in the P-TTL flash measurement?
