You have software interpolate data between pixels to make a larger file.
Photoshop can do this, and there are dedicated programs (Genuine Fractals, 
etc) that supposedly do it better.  This happens all the time in 
photojournalism because the current Nikon D1 series are 2.77 megapixel and 
that isn't enough for big pictures.  The software really does a pretty 
good job in my experience.  

Why would you do this?  Well, if you need 250 pixels/inch and you are 
making a 16x20 print then you either create enough data to get that 
resolution or you get pixelation in your print.

Needless to say a digital original with 5000 pixels of REAL DATA on a side
would be preferable, but there isn't such a thing in 35mm right now
(Kodak N14 is 4500x3000).
