Just about any of the disk undelete tools should be able to do this; a memory card is just a FAT or FAT32 volume. so if you already have something (e.g. Norton Utilities) there's no point buying anything special. Professional paranoia is a good thing to encourage, too. When I'm shooting stuff that matters I never erase the memory card until I've got the images in at least two places; on my laptop hard drive and on a CD, usually.
