I pretty much doubt that. I regularly do business with a couple of folks locally that use PayPal that way. If there is no report of non-receipt of the item, then there is no tracking number required.

It makes it impossible to sell items in person to people who pay with
PayPal (unless you want me to ship the item a couple of miles away...
where it would be easier to just bike or drive it over).
