Tom,

The shame for us (US) is that we have not found a better way to treat the street folks 
and the poor.  After we determined that much of the population of mental institutions 
were not threats to others and 'could' survive with meds, we closed those places.  
While I could never recommend them, there has to be a better way to integrate the 
street folks into our society and keep things like medical catastrophies from driving 
families into the streets.
