Either would do, or just about anything close - the fill flash should only be supplemental light. You could quite easily get away without a flash filter, but if you have a flash that can easily be filtered (my old Sunpak 3000 had a dedicated filter holder) you might as well use it; faces that look too blue tend to look a bit like corpses, which is generally not well received by the subjects :-) Another option would be to use bounce flash with a gold- tone reflector.
