ThumbsPlus Pro from Cerious Software, it handles PEF directly, has pretty 
reasonable colour management facilities (though not 100% accurate displaying 
PEF but useful for library purposes all the same), it keeps thumbnail images of 
off-line volumes (great for keeping track of archives), it can make slide shows 
and construct basic web pages. Best of all it has a "View Synched" mode which 
allows the concurrent display, zoom and navigation of many images at once so 
you can compare similar image easily including RAW files.
