or a journalist writing down a description of it in his notebook? Why
are photographers singled out for this sort of treatment?

For the same reason that Pit Bull Terriers are singled out for extinction.
A number of them have been at the centre of some fairly distasteful activities, and now the lot of us is paying for it.

Regarding photography on nude beaches, a person cannot have any expectation to privacy in public, but this doesn't mean they want to (or should have to) tolerate images of themselves being taken.

As I wrote to another list member last night:

If you are walking down the street, and I am
maintaining distance of 6 inches from your nose, I can spend my
entire day screaming obscenities at you, should I so desire.
Doesn't matter a whit whether you feel impinged upon, you're in a
public place, and have no right to expect to be treated with any sort
of dignity.
And if you touch me, I'll sue your sorry ass for assault.

Just try it, see what happens...
"In for a penny, in for a pound."
I'd pop you in the nose and stomp on your feet, all accidentally, of course, just for being a public nuisance.
That 6" business is good in theory, but...
