That is an interesting one. I would date it from 1927 to 1932. The problem with 
that is it all depends upon a lot of things. Are they at the hight of fashion, 
the tag end of it. Maybe they are wearing dress up clothes they have had for a 
long time. Maybe the clothes are the newest fad at the time the photo was taken.
That is a studio shot so you can not tell much from the background. However they 
do look prosperous so my guess is post-crash/pre-depression.

Of course if my guess was any better than anyone else's you would have to pay me 
for it (grin).
