Easy - the dude in the chair is being filmed - the microphone is an on- camera mic, probably Beta or maybe DVCam if it's not too long ago. You can just make out the cameraman behind the butt of the bloke stood facing the action. He might be a director or a hairdresser or anyone. Unlikely he's the recordist as you'd see a strap across his back for the mixer. The on-camera mic is usually used only as a back-up mic or for FX in shots like this. For interviews and important sound, a much better mic would be used, usually a Sennheiser 416.
