getting the nice foggy ice crystal cloud wrapped around the tall buildings needs at least a couple of weeks of below -30C temps though.

It's possible, but I don't think it is the norm.
As Herb mentioned, it is the temperature in the stratosphere that makes em happen.
Around here, we don't see them until it is ugly cold out.
