I generally let the RAW converter do the resizing. I resize to 6144 x4101 at 360 DPI when I open the image. This yields a nice 17 x 11 print. I have also tried upsizing after conversion and have used fractals to upsize. The converter seems to do the best job, although they all work very well. I've never tried the printer driver, but I would be surprised if it's as sophisticated as PSCS.

Nope, never tried that. Today I made an 18 x 24 inch print from an ist-D
image on an Epson 7500. This time, instead of using GF or Photoshop to
increase the image size, I just let the print driver do the resampling.
I must say that I was knocked out by the result (as were a couple of
customers at the store). Just stunning. I'd never guess by looking at it
that it came from "just" six megapixels.
