The ZX-7 will let you set both aperture and shutter speed from the body

I have no idea about what's the least expensive body, but aside from the
obviously high-end PZ-1, I know that on the ZX-10 the user can set aperture
from the body in the way you describe as well as having the option of using
the aperture ring.
I'm *guessing* that the "cheapie" ones that don't allow you to set the
aperture on the lens -- ZX-50, -30 and I think there was another one, maybe -
60? -- have metered manual modes in which you would be setting the aperture
from the body.
