When I was a kid, I whined and kicked and screamed with sufficient
volume and tenacity, that my parents bought me one of those propeller
beanies.  Not just any propeller beanie, mind you, but an official
Beanie and Cecil (anyone remember that cartoon from the early 60's?)
propeller beanie.

Upon pulling a ring at the end of a cord, the propeller flew up into
the air, just like Beanie's one did in the cartoon!

It didn't have flashing lights though, as I remember it.  I loved that
hat.  Wish I still had it.  I'd take it onto the Antiques Roadshow,
then sell it on eBay...
