Canada has a written constitution, but we're not a republic, as we recognize the Queen of England as our head of state (I find that humiliating, but that one's for another time).
The Queen provides a last resort to reign in an out of control situation in Parliament, or an out of control government.
Because our style of parliamentary system gives extraordinary power to the Prime Minister, and allows for a minority of the population to elect a sitting majority (as little as 35% or thereabouts), it is desirable to have some method short of insurgence to remove a government that is proven unfit to lead.
Her Honourableness could probably do something to help sort out our present dilemma, were she so inclined.
