I think you may be confusing customs duties and customs brokerage fees.

I believe that anything that is trans-shipped across the border must be
brokered.  The brokerage firm charges a fee for this.  If you don't choose a
customs broker, the large courier companies (UPS, FedEX, etc) will broker it for
you, and charge you for it.  If you don't pay them those broker's fees, you don't
get the package.

The Post Office (bless their hearts) don't have to broker items that cross the
border, so they don't charge brokerage fees.

Customs and duties and other such taxes are a whole other kettle of fish.  It may
be that since there is no US camera industry to protect, you lucky Americans
don't have to put up with those.  I know that here in Canada, about 1/4 of items
that I've purchased on eBay that have been mailed have arrived with customs or
duties or taxes or whatever payable at the Post Office upon receipt.

The little Customs Brokerage story was learned first hand, as those UPS bastards
wanted to charge me $40 for a cycling jersey that I got off eBay for $10.
Needless to say, I refused it, not wanting to chase good money after bad.
Apparently the vendor never did get the jersey back, so who knows where it is...

If I get anything shipped up from the US, I always specify that it be shipped by
Post.
