I don't know what's normal for this lens as I've never seen one. If it has an "A" position on the aperture ring, it should lock there. But your designation for the lens is "P/K" not "P/KA", so that's confusing me.
If the A position isn't working correctly, the lens is operating as an M/K-bayonet lens would. Set the DS to permit aperture ring operation, switch to Manual exposure mode, and it should work the way any non-A series lens does. Set the aperture you want to use and press the AE-Lock button; the camera will set the shutter speed.
Last time I had a problem with a Pentax-A lens' aperture ring was with an A50/1.7. The repair cost me about $30.
