Don't take this to the bank, but...what Mat means is, there is no ON/OFF mechanical switch for the light meter. The switch is electronic, like it is on the Spotty F. When light enters the lens, it hits a CdS cell, causing a special transistor to conduct current, which then feeds the power to the light meter circuit. When you cover the lens with the lens cap, light stops falling on the cad cell and it opens the circuit, cutting the power to the meter circuit.

So, there IS an on/off switch, it's just not on the outside of the camera, where you can be sure it's either on or off.
You have to remember, cover the lens when you're not taking pictures...
