As I mentioned, I usually use the format command as a quick way to do a complete card erasure. With flash media, it generally doesn't matter whether you do a format or a delete all, in practical terms, for normal erasure, and format is faster.

I take it as a given that one should always format a card once when you begin using it with a particular camera, just to be sure that the card file system is properly formed for that camera's use.

You couldn't re-use film either. Film management is determining whether a particular roll is exposed, transporting it without damage, processing it, and archiving it. To me, that's a lot more work than creating images on a storage card and then erasing them once I've retrieved them for use.
