we have the same schizophrenic situation with the national project for the
protection of the wolf.
They give compensation to the farmers for the damage the wolf causes.
But If a wolf kills more than 25 sheep in total, the hunters are allowed to
shoot him.
I don't know how many of these wonderful animals can count...
